The Sacramento Municipal Utility District (SMUD) requests proposals from experienced parties to design and administer a Commercial Demand Side Management Program (DSM) called Complete Energy Solutions Program (CES) for a three year period, with an option to extend an additional year. The CES program will deliver comprehensive energy efficiency, plus support outreach efforts for SMUD’s other programs including auto demand response, and vehicle electrification.
SMUD requests proposals from experienced parties to support the four efforts described below:
1. Administer SMUD’s Complete Energy Solutions Program (CES): The Complete Energy Solutions Program (CES) will deliver an integrated program delivery design that incorporates a comprehensive approach to encourage multi-measure retrofits. SMUD will expect the Program Administrator (PA) to identify holistic customer opportunities as well as enrollments into programs outside of the CES scope, such as: PowerDirect® (Auto Demand Response) with a Small and Mid-sized Business (SMB) focus, as well as SMUD’s suite of Commercial Electric Vehicle Supply Equipment (EVSE) programs and others. CES program activities will include marketing, lead generation, rebate processing, and application support, as defined per program.
2. Provide Audits and Services. The Program Administrator’s (PA) staff shall perform audits of all energy-consuming systems and provide a proposal to customers documenting good retrofit candidates. Audits shall include measures that integrate other DSM solutions as well as other SMUD’s complementary services.
3. Support SMUD’s Trade Pro Network: The current CES program utilizes an existing network of trade allies that to date provides support only for the SMUD CES program. The PA will provide Trade Ally recruitment and oversight for the CES program and help migrate them over to SMUD’s new Trade Pro Network when developed in Q2/Q3 2020.
4. Utilize workflow automation services: The program must deliver implementation workflow automation processes for the Complete Energy Solutions Program and provide the following: customer, eligibility, data validation, and error checking, manages Trade ally submittals, handle all program tracking and reporting, and provide Trade Allies, customers, and SMUD role-based access to program and project details. Currently, SMUD utilizes an enterprise-wide SAP Demand Side Management (DSM) platform. SMUD requires the PA to provide a robust Software-as-a-Service (SaaS) solution that must integrate with SMUD’s DSM solution.
