To address the increased unemployment and underemployment levels in the City due to COVID-19,the Aggie Square Workforce Coalition project will target surrounding residents that are low- to moderate-income, or live in a QCT that have been “disproportionately impacted by COVID.” This workforce initiative will build upon existing workforce development programs within the City. Sacramento currently has a network of job centers operated by non-profit providers and funded in part by the Sacramento Employment and Training Agency (SETA), as well as regional public educational partners (school districts, community college districts, universities), all of whom leverage state and federal workforce programs. The City has also launched a successful strategy and investments to bolster our community-based workforce partnerships, in concert with established and emerging private-sector partners, as outlined in the City’s Scale Up initiative and a related

development systems and opportunities, as well as a strong background and knowledge in data-driven coordination and solution-based workforce development. The consultant is required to have experience in developing and implementing sustainable and industry-specific workforce system models on an expeditious schedule.
The Selection Committee will evaluate the strength of submittals based on the following criteria:
• Experience assisting jurisdictions with the formation of an effective workforce development and
• Depth of knowledge of the variety of partners, non-profit providers, labor interests, educational
systems, community constituencies and employers needed to build a viable and sustainable system.
• Expeditious schedule.
• Overall quality of the proposal.
• Proposed scope, approach and cost.
Firms that do not submit a proposal by the closing date and time will not be considered for any subsequent award.
Contracts may be extended on a year-to-year basis at the discretion of the City Manager, based on funding availability.
