Henry Li is a transformational and dynamic leader with a tenure of over 25 years of extraordinary accomplishments driving strategic planning, service excellence and innovation, fiscal renewal, collaborative partnership building, modernization of infrastructure and organizational excellence. He is a strong advocate for transparency, diversity, inclusion and accountability.
Since becoming SacRT’s General Manager/CEO in July 2016, Henry has been credited for the solid, rapid and comprehensive transformation of the agency. Prior to his arrival at SacRT, he served as the Vice President of Finance and Administration/CFO at Jacksonville Transportation Authority (JTA), which was named APTA’s 2016 Outstanding Public Transportation System. Henry has also successfully led and transformed several highly visible transit agencies in highly political, complex and dynamic metropolitan regions, including Hampton Roads Transit, Georgia State Road and Tollway Authority, San Francisco Municipal Transportation Agency (MUNI), and the Metropolitan Atlanta Rapid Transit Authority (MARTA).
Under Henry’s leadership, he has forged historic turnarounds and established many firsts in the transportation industry earning a reputation as a national change agent and fiscal guru, including the implementation of nation’s first unrestricted system-wide student fare-free program; deploying Wi-Fi enabled buses to disadvantage communities to quickly address distance learning and telehealth needs during COVID-19; and operating the largest on-demand micro transit service in the nation. He was recognized as a model of success for these achievements with the 2019 Outstanding Public Transportation CEO of the Year Award from the American Public Transportation Association. The prestigious and highly competitive national award is the highest honor given to only one transportation CEO throughout North America for advancing the industry and the communities served.
Henry is an active participant in various prestigious leadership programs, committees and boards at the national, state and local levels and is honored to serve on the Sacramento Black Chamber of Commerce board of directors.
